Project No. 16 – Aid appeal after the flood disaster (22nd till 26th June, 2018) in Ha Giang province in the north of Vietnam

  • The “Saving Angels” of LOAN Foundation (LOAN Stiftung) are needed again!

On June 22nd, 2018 the historic centenary flood occurred in the provinces Ha Giang and Lai Chau. The devastating disaster started at night and finally ended on 26th June, 2018. The district of Quan Ba was particularly hit.

Quan Ba district is because of its poverty one of the most difficult and remote districts located at the north of Ha Giang province. The LOAN Foundation (LOAN Stiftung) Team visited it already last May 2018 in order to check some new projects. The district is 46 kilometers far from Ha Giang city and one of the 7 poorest districts of the province. It has a total land area of over 53443 ha and counts 11200 people coming from 16 different ethic minorities (H´Mong (60%), Dao (14%), Tay (9%) and others). The rate of poor households is over 54% and the rate of under 5-year-old children suffering from malnutrition still remains high with 34,34%.

Constant heavy rain triggered flash floods and landslides in Ha Giang province. On day one , according to the statistics of Ha Giang provincial Steering Board of Natural Disaster Prevention and Control, Search and Rescue, 5 people died (2 in Quan Ba district and 3 in Vi Xuyen district, under it 2 children aged 4 and 9). Many people were injured, aged people and young children that could not escape on time. Some are still missing. Everyone is aware: If it had not happened during school holiday, much more children would have died, due to the fact that most of the time these have to walk alone very long distances by foot to go to school!

The material balance in Quan Ba district is as follows: 17 houses completely collapsed, 22 houses have been swept away, 1400 houses have been submerged in floods. A big part of subsidiary crops (227 ha) have been destroyed and more than 140 ha rice.- and cornfields have been inundated.

Besides roads and irrigation systems, some schools and kindergartens in the districts of Quan Ba and Vi Xuyen were damaged seriously. Four days long a state of emergency was declared (from 22nd June till 26th June, 2018). The damage is amounting to millions. Together with helpers coming from the whole country, the population is now cleaning the traces of devastation. Everyone is concentrated on ones own immense distress, so that the “rescue” of the schools and Kindergartens is marginal.

Two educational facilities in the communes of Can Ty and Lung Tam are particularly in distress. 520 children and 67 teachers in total need our help. This is why LOAN Stiftung comes into action!

Can Ty is 12 kilometers far from the center of the district and one of the most difficult communes of Quan Ba. It is next to Bat Dai Son, Na Khe, Lao Va Chai, Lung Tam, Dong Ha and Thanh Van. Can Ty has four hamlets located at low areas and 4 hamlets located at high areas. The total area of the commune is 4025 ha, under it only 370 ha of agricultural area. The communes has 996 households with 4834 people, all of them are from the H´Mong ethnic minority. The rate of poverty is very high with 62,35 %. The total income rate of one person per month is approximately € 31,00.

The Boarding Primary School of Can Ty was established 2002. Since parts of the school were old and downgraded, some pupils attended school by now in other locations (Commune Center or local people’s house). Though in recent years, with very few adequate means, the school gave its best to overcome all difficulties in order to successfully accomplish the tasks of education. This school usually has 15 classes = 320 children in total. 180 children stay during the week in the boarding facilities. Approximately 81% of the children are poor.

But the historic flood set back for years the progresses of the ambitious school: many classrooms stood under six-foot water. Furniture, tables, chairs, books, teaching and learning materials, pipes and electricity systems were destroyed or swept away by the flood. The schoolyard and parts of the building were seriously damaged. The masoned fence broke to pieces. The head of the school and the teachers are desperate. The school board cannot assume the high repair cost alone. The new school year 2018/2019 will soon begin in the middle of August.  Most useful things are gone or destroyed, how can the teachers teach? Appeal to the LOAN Foundation (LOAN Stiftung).

Lung Tam is 13 kilometers far from the center of the district and one of the most difficult communes of Quan Ba as well. It is next to Dong Ha, Thai An und Can Ty. Lung Tam has 7 hamlets in which four ethnic minorities live in, H´Mong, Dao, Giay and Nung. The total area of the commune is 4589,6 ha, under it only 718,86 ha of agricultural area. The communes has 859 households with 4001 people. The rate of poverty is 64,49 % (554 households or 2626 people).

The Kindergarten in Lung Tam was established 2005. There are five classrooms and 200 pupils in total go to the kindergarten. Nursery school teachers, teachers and staff (31 in total) take care of the 2-5 years old children.

This educational facility as well has to endure the same fate as Can Ty. Because of the heavy rains in June 2018 the talus behind the school collapsed. Mud and about 400 cubic meter of rock poured into the schoolyard. All the classrooms were seriously damaged and inundated. Furniture, tables, chairs, books, teaching and learning materials, pipes and electricity systems were destroyed or swept away by the flood. The head of the school and the teachers are desperate. Since the disaster, the LOAN Stiftung organizes together with the Department of Foreign Affairs of Ha Giang province and only after accurate control of all appeals Project No 16. We urgently need donations and are now starting donation campaigns! We will finance in advance for both educational facilities following:

Can Ty:

1) 20 Sets dining tables and chairs for the boarding pupils  (USD 1.532,00 or € 1.332,00)

2) 50 Sets tables and chairs for all pupils (USD 2.013,00 or € 1.751,00)

3) 3200 notebooks for all pupils (10 pieces for each child and each subject, USD 1.260,00 or € 1.096,00)

4) 18 ceiling fans for 9 classrooms (USD 551,00 or 480,00)

5) 18 wall fans for the boarding rooms (USD 394,00 or € 343,00)

6) 70 mats for the boarding pupils (USD 168,00 or € 146,00)

7) 70 Mosquito nets for boarding pupils (USD 184,00 or € 160,00

8) 200 pairs of sandals for all children (USD 263,00 or 229,00)

9) 25 Steel cabinets for boarding pupils (USD 2.609,00 or € 2.268,00)

Lung Tam:

1) Outside playing tools for 2 playing grounds (USD 1.969,00 or € 1.712,00)

2) 50 sets tables and chairs for kindergarteners (USD 1.707,00 or € 1.484,00)

3) Transport support for all goods to both communes Can Ty and Lung Tam:  USD 328,00 or 285,00

Overall funds needed: USD 12.978,00 or € 11.285,00

The LOAN Foundation (LOAN Stiftung) composed 513 „Supply Packages“ costing 22,00 € each, according to the actual price proposals. Status October, 2018: On October 7th, 2018 the LOAN Foundation (LOAN Stiftung) team (Isabelle Müller, Corinna Buchholz) visits (at one’s own expenses and not at the expenses of the foundation) the communes of Can Ty and Lung Tam, Quan Ba district, Ha Giang province. We visit both schools that we supported after the flood.
