Project No. 46 – Construction of a boarding house in Ta Van (Quan Ba district, Ha Giang province)

Quan Ba ​​is located 46 kilometers from Ha Giang city and is one of the 7 poorest districts in the province. The district covers an area of ​​53433 ha and has a population of 11200 inhabitants coming from 19 ethnic minorities (H´Mong, Tay, Kinh, Nung, Giay, Bo Y, Co Lao, Co, Pa then, La Chi, Lo Lo, Ngai, Muong, Hoa, Pu peo, Thai, Dao, San Chay, San Diu).

Quan Ba ​​district is divided into 13 administrative units, including 1 city (Tam Son) and 12 communes (Quyet Tien, Quan Ba, Dong Ha, Can Ty, Lung Tam, Thai An, Bat Dai Son, Thanh Van, Tung Vai, Cao Ma Po, Ta Van, Nghia Thuan). The population in 2019 amounted 53,476 people. The poverty rate is over 54%.

Quan Ba ​​district is one of the most difficult and remote districts in Ha Giang province due to poverty. The LOAN Foundation team (Isabelle Müller, Bui Thu Huong, Quoc Hoang Cuong) visited Ta Van commune on June 7th, 2023 and September 7th, 2023 to look at new projects.

Ta Van is one of the difficult border communes in Quan Ba ​​district in Ha Giang province. It shares a 9.2 km long border with neighboring China. The commune has a population of 2,896, with 3 ethnic groups living together, of which the H’Mong make up the majority (99%). One percent belongs to the Dao minority or another ethnic group. The commune has 8 villages, including: Lo Suoi Tung, Sai Giang Phin, Then Van, Ma Ngan San, Hoa Si Pan, Pao Ma Phin, Ta Van, Chung Trai.

The Ethnic Minority Boarding Primary School in Ta Van is in urgent need of a new boarding house for the many children. The school is located in Lo Suoi Tung village, Ta Van commune and is about 85 km from the center of Ha Giang city.
The primary school has 370 students of different ages, divided into 14 classes. Class 1 = 3 classes = 75 students; Class 2 = 2 classes = 69 students; Class 3 = 3 classes = 71 students; Class 4 = 3 classes = 77 students; Class 5 = 3 classes = 78 students.

The longest way (one way) from home to school is 15 km (or about 3 hours by foot), the shortest way is 3 km. There is a lack of dormitories. The total number of boarding school students amount 302 (131 male and 158 female students). The school currently has only 6 boarding rooms. The teachers use 3 classrooms as bedrooms for 161 students. Until now (September, 2024) it keeps being very difficult to look after the children appropriately and teach the students well. In addition, the school only has 4 toilets.

Therefore, Ta Van needs new dormitories (10 rooms) and sanitary facilities. On September 11th, 2024, our Team wanted to visit Ta Van again to sign this project. But typhoon Yagi prevented our trip to Ha Giang province.

The commune of Ta Van will also contribute. The space between both buildings (old and new) will be covered and the schoolyard will be encased in concrete.

Total budget needed: USD 143.180,00 or € 128.150,00

On September 11th, 2024 we wanted to drive to Ta Van in order to sign the contract for this Project. Taifoon Yagi prevented our trip to Ha Giang province. So we will sign this project online.
